U.S. ORDERS NON-EMERGENCY STAFF TO DEPART ABUJA EMBASSY, ISSUES LEVEL 3 TRAVEL ADVISORY FOR NIGERIA

The United States Department of State has ordered the departure of non-emergency government employees and family members from its embassy in Abuja, citing a sharp deterioration in security conditions across Nigeria. The directive, issued in an updated travel advisory on Wednesday, April 8, 2026, also urges all American citizens to reconsider travel to the country.

The advisory maintains Nigeria’s overall classification at Level 3: Reconsider Travel, while expanding the list of areas under the strictest Level 4: Do Not Travel warning to encompass 23 states. The order for non-emergency staff to leave underscores the gravity with which Washington views the current threat environment in Africa's most populous nation.

According to the State Department bulletin, the advisory was prompted by a combination of factors including crime, terrorism, civil unrest, kidnapping, and limited healthcare infrastructure.

The decision to draw down diplomatic personnel comes amid persistent attacks by armed groups in the northwest and central regions, a long-running Islamist insurgency in the northeast, and a spike in kidnapping-for-ransom operations that frequently target major roadways connecting the capital, Abuja, to other parts of the country. The advisory specifically notes that the U.S. government has limited ability to provide emergency services to American citizens outside of major urban centers.

Expanded 'Do Not Travel' Zones

The revised guidance expands the "Do Not Travel" designation to include additional states previously not under the highest warning level. The 23 states now deemed too dangerous for any American travel or presence include Plateau, Jigawa, Kwara, Niger, and Taraba, which join long-standing high-risk areas such as Borno, Yobe, Adamawa, Zamfara, and Kaduna.

The advisory warns of active terrorist cells, particularly in the northeast, and the high risk of violent crime and kidnapping throughout the country.

Embassy Operations to Continue

Despite the ordered departure of family members and non-emergency staff, the U.S. Embassy in Abuja and the Consulate General in Lagos will remain open for essential operations, including American Citizen Services and visa processing. The move is categorized as an "Authorized Departure," a mechanism that allows embassy employees and relatives to leave at government expense due to security concerns, rather than a full suspension of diplomatic operations.

Guidance for Americans in Nigeria

The State Department has issued explicit recommendations for U.S. citizens who choose to remain in Nigeria despite the warning:

•· Have a personal emergency action plan that does not rely on U.S. government assistance.

•· Avoid all travel to the 23 states listed under Level 4.

•· Maintain a low profile and review personal security measures.

•· Draft a will and designate appropriate insurance beneficiaries.

The advisory underscores the persistent challenges facing Nigerian security forces as they grapple with multiple overlapping crises, from farmer-herder conflicts in the Middle Belt to the Boko Haram insurgency and the rise of armed kidnapping syndicates across the country's vast northern expanses.
